MORE Electric and Power Corporation or MORE Power is the electric distribution utility in Iloilo City

by virtue of Republic Act 11212 or “AN ACT GRANTING MORE ELECTRIC AND POWER CORPORATION A FRANCHISE TO ESTABLISH, OPERATE, AND MAINTAIN, FOR COMMERCIAL PURPOSES AND IN THE PUBLIC INTEREST, A DISTRIBUTION SYSTEM FOR THE CONVEYANCE OF ELECTRIC POWER TO THE END USERS IN THE CITY OF ILOILO, PROVINCE OF ILOILO, AND ENSURING THE CONTINUOUS AND UNINTERRUPTED SUPPLY OF ELECTRICITY IN THE FRANCHISE AREA.”

The Franchise Law of MORE Power was signed by President Rodrigo Roa Duterte on February 14, 2019 and will last for 25 years or until the year 2044.

MORE Power is a subsidiary of Prime Strategic Holdings Inc. (formerly known as Prime Metroline Holdings, Inc.).

OUR LEADERS

Mr. Roel Z. Castro
President and Chief Executive Officer

Roel Z. Castro is a business executive with over twenty years of leadership experience. Before joining MORE Power as President and Chief Executive Officer, Mr. Castro had been at the helm of over nine companies. To name a few, the Palm Thermal Consolidated Holdings Corporation, Palm Concepcion Power Corporation. Mr Castro has held important positions as well with the National Grid Corporation of the Philippines.

Mr. Castro also serves on the board of UP Alumni Association, Iloilo Economic Development Foundation, Iloilo Festivals Foundation Inc, UP Visayas Foundation, Philippine Electricity Market Corp, Upsilon Sigma Phi Alumni Association, among others.

A beloved leader, Mr. Castro’s signature leadership style of passionate service has led him to be recognized twice as one of Asia’s leading CEOs. Several awards from the University of the Philippines have been conferred on Mr. Castro.

Mr. Castro received a bachelor’s degree in Agribusiness from the University of the Philippines in Los Baños. He also earned a management degree from the Asian Institute of Management and attended an advanced senior executive management program of the IESE Business School of the University of Navarra in Spain and the University of Asia and the Pacific (UA&P).

Engr. Bernard Bailey R. Del Castillo
Vice President, Network Development and Operations Group

Engr. Bernard Bailey R. Del Castillo assumes the role of Vice President for the Network Development and Operations Group at MORE Power, where he oversees operations leveraging cutting-edge technology to optimize company functions. His responsibilities encompass ensuring the timely execution of approved major capital expenditure (CAPEX) projects, managing costs within budgetary constraints, directing Power Systems Planning and Design initiatives, and implementing Systems Loss Reduction Programs within the Network Development and Operations Group.

Holding a bachelor’s degree in Electrical Engineering from the University of San Jose-Recoletos and as a licensed Professional Electrical Engineer (PEE), Engr. Del Castillo further enriched his expertise by completing the Basic Management Program at the Asian Institute of Management. Additionally, he has attended numerous global and local leadership training programs focusing on electrical engineering, management, innovation, and development.

Prior to his tenure at MORE Power, Engr. Del Castillo dedicated 28 years to Visayan Electric Company (VECO), where he ascended from System Planning and Design Engineer to supervising the Power System Planning Department. His leadership acumen led to his appointment as manager of power system design and customer services groups. He also held roles as project manager, group head, and manager overseeing the design and construction of sub-transmission lines. His illustrious career culminated in his position as Assistant Vice President of the Technical Services Group.

Throughout his tenure at VECO, Engr. Del Castillo earned accolades including recognition as Most Outstanding Kaibigan Team Leader, Top Subject Matter Expert (SME), and recipient of various innovation awards, underscoring his commitment to excellence and innovation in the field of electrical engineering and operations management.

Mr. Niel V. Parcon
Vice President, Corporate Energy Sourcing and Regulatory Affairs

Niel V. Parcon assumes the role of Vice President for Corporate Energy Sourcing and Regulatory Affairs at MORE Power, where he meticulously ensures the company’s adherence to strict standards and regulations within the dynamic energy industry landscape. With two decades of diverse experience spanning accounting, treasury management, budgeting, human resources, external audit, building administration, and regulatory compliance acquired at reputable firms such as SGV & Co. and Panay Electric Company, Mr. Parcon brings a wealth of expertise to his leadership position.

Mr. Parcon earned his bachelor’s degree in accounting from the University of the Philippines in the Visayas and is a Certified Public Accountant (CPA). His academic prowess was demonstrated early on as he emerged as one of the top performers in the October 1992 licensure examinations for accountants, ranking 10th among all examinees.

With a steadfast commitment to enhancing the quality of life for the residents of Iloilo City, Mr. Parcon is dedicated to spearheading initiatives that promote competitive power rates for electric consumers in the region. His strategic vision and astute regulatory acumen are instrumental in driving MORE Power’s mission to deliver reliable and cost-effective energy solutions, thereby enriching the lives of the Ilonggos and fostering sustainable growth within the community.

Atty. Mishiele A. Villagracia
Vice President and Controller

Atty. Mishiele A. Villagracia assumes the role of Vice President and Controller at MORE Power, where she oversees the comprehensive operations of accounting, treasury, and information technology. In this capacity, Atty. Villagracia holds ultimate responsibility for ensuring the accuracy, completeness, and timeliness of the organization’s financial reporting, thereby upholding the highest standards of transparency and compliance.

Drawing upon her extensive expertise, Atty. Villagracia provides strategic guidance and recommendations to the President and senior leadership team, particularly in areas pertaining to operational efficiency, cash management, and the implementation of business plans. Her financial expertise and insightful perspective drive informed decision-making, supporting the company’s long-term growth and sustainability goals.

Atty. Villagracia’s academic background is distinguished by her bachelor’s degree in accountancy from the University of the East Manila, complemented by a Bachelor of Laws from the same institution, where she graduated as valedictorian of the class of 2011. Additionally, her proficiency as a Certified Public Accountant is underscored by over 21 years of experience in the manufacturing and aviation sectors. She possesses specialized expertise in Philippine tax laws and regulations, international tax compliance, mergers and corporate restructuring, contract review, income tax holiday applications, and financial and management reporting, positioning her as a trusted advisor in navigating complex regulatory landscapes and driving organizational success.

Ms. Ma. Cristina D. Cabalhin
Vice President, Marketing and Corporate Affairs and Customer Care Department

Ms. Ma. Cristina D. Cabalhin brings a comprehensive skill set honed over 25 years of experience in marketing, business development, and customer relationship management across diverse industries. With a bachelor’s degree in Communication Arts from De La Salle University and completion of the Leadership Development Program (LDP) at the University of Asia and the Pacific, she combines academic rigor with practical expertise.

Ms. Cabalhin’s leadership extends to overseeing strategic marketing initiatives, corporate communications, and customer care, ensuring alignment with organizational objectives. Her responsibilities encompass a wide spectrum, including but not limited to, internal and external communication, media relations, marketing strategy implementation, corporate social responsibility endeavors, community engagement, crisis management, and customer relations, underpinned by a strong focus on delivering exceptional customer service.

Prior to her tenure at MORE Power, Ms. Cabalhin held prominent roles in local energy corporations and multinational companies, such as Citicore Renewable Energy Corporation, Palm Concepcion Power Corp., Peakpower Energy, Inc., A Brown Company, Inc., National Grid Corporation of the Phils., Syngenta Phils., Inc., and Novartis Agro Phils., Inc., among others. This demonstrates her ability to drive impactful strategies across diverse organizational landscapes. With a remarkable track record of building robust relationships with media and external stakeholders, she embodies a commitment to excellence in corporate affairs and customer-centric leadership.

Ms. Daphne Karina De Pedro
Assistant Vice President for Human Capital Management

Daphne Karina De Pedro serves as our Assistant Vice President for Human Capital Management. Ms. De Pedro holds a bachelor’s degree in Business Administration from the University of the Philippines Visayas and a degree in Nursing from West Negros University. She has also earned units towards a master’s degree in Management from the University of the Philippines Visayas, complemented by completion of a Management program at the Asian Institute of Management, reflecting her commitment to continuous professional development.

With an illustrious career spanning over 24 years, Ms. De Pedro has held distinguished leadership roles in renowned organizations including Aboitiz Power Corporation, Transcom Worldwide Philippines, and Panay Electric Company, Inc. Her extensive expertise encompasses critical areas such as Talent Acquisition, Organizational and Talent Development, Change Management, Succession Planning, Diversity, Equity, and Inclusion (DEI), and Culture Building.

At MORE Power, Ms. De Pedro’s appointment underscores our steadfast dedication to nurturing and leveraging our human capital for sustained success. Her strategic insights, innovative approaches, and demonstrated ability to cultivate high-performing teams are poised to significantly enhance our talent acquisition initiatives, promote a culture of continuous learning and development, and strengthen our efforts in employee engagement and retention strategies.

Atty. Allana Mae A. Babayen-on
Assistant Vice President, Legal Officer, and Assistant Corporate Secretary

Atty. Allana Mae A. Babayen-on holds multiple key roles as the Assistant Vice President, Legal Officer, Assistant Corporate Secretary, and designated Data Privacy Officer at MORE Power. In her capacity, Atty. Babayen-on assumes responsibility for overseeing all legal matters within the organization, including risk identification and provision of legal counsel to senior management. She also plays an integral role in formulating general management policy as a member of the Management Committee at MORE Power.

With a distinguished academic background, Atty. Babayen-on earned her bachelor’s degree in Political Science from West Visayas State University, graduating magna cum laude. She furthered her education by pursuing a Bachelor of Laws from the University of San Agustin, where she graduated at the top of her class in 2016, ranking first among her peers. Her exemplary performance continued as she placed 4th in the 2016 Bar Examinations.

Prior to her tenure at MORE Power, Atty. Babayen-on held the position of Attorney III at the Provincial Government of Iloilo, specializing in government procurement. She also gained valuable experience in private practice at the firm of Defensor Teodosio Daquilanea and Ventilacion Law Offices, focusing primarily on criminal law.

Engr. Armil O. Logarta
Assistant Vice President, Project Development and Management Department

Engr. Armil Logarta assumes the role of Assistant Vice President of the Project Development and Management Department at MORE Power, where he spearheads the development of major capital expenditure (CAPEX) initiatives. His portfolio encompasses the execution of critical projects such as substations, sub-transmission lines, and civil construction works, necessitating meticulous oversight to ensure adherence to approved budgets, specifications, and timelines in alignment with company and regulatory standards. Additionally, Engr. Logarta places paramount importance on fostering a safe and conducive working environment, thereby safeguarding stakeholder satisfaction throughout project execution.

Engr. Logarta is an alumnus of the University of South-Eastern Philippines, holding a bachelor’s degree in electrical engineering. His professional credentials include licensure as a Registered Electrical Engineer (REE), a testament to his proficiency and expertise in the field. Notably, he achieved the 16th rank in the board of electrical engineering examination, underscoring his exceptional aptitude and dedication to his craft. Furthermore, he augmented his technical prowess with strategic acumen through completion of the Basic Management Program at the Asian Institute of Management, positioning him as a versatile leader capable of navigating complex project management landscapes.

With a combined tenure of 29 years at Davao Light and Visayan Electric, Engr. Logarta brings a wealth of experience to his current role at MORE Power. Commencing his career as a Meter and Transformer technician, he ascended through the ranks to supervisory positions, demonstrating a consistent track record of growth and leadership. His tenure at Visayan Electric was marked by diverse responsibilities, including oversight of key operating units such as the Power Metering Department, Distribution Services Department, and System Operation Department. Engr. Logarta’s outstanding contributions were recognized through accolades such as Most Outstanding Kaibigan team leader and Innovation Awardee, reflecting his commitment to excellence and innovation in project management.
